Every symbol carried a source. A blue dot came from a sensor. A green household required confirmation from two people. A road closure included a photograph and time.
Grey areas marked conflicting or incomplete information. Mrema’s lawyers used those grey patches to claim the system was unreliable.
Kassim explained that visible uncertainty was safer than false certainty.
Kaskazi’s map had contained no confidence levels at all because it was designed to command, not to be questioned.
Halima projected the map on the school wall and placed a printed copy beside it for people without phones or data. Volunteers updated the paper layer with time stamps.

Officials urged Kassim to continue. He paused the second stage until environmental teams placed temporary barriers around the nearest well. The nine-minute delay drew angry criticism, yet it prevented mineral-laden sediment from entering the village water system.
“A crisis does not give us permission to hide the price of our solution,” Kassim said.
The statement spread on local radio. Residents began using the map to challenge instructions constructively. Herders pointed out that a proposed safe zone blocked the only route for cattle.

Each correction improved the operation.
Kaskazi’s former hydrologist called Upendo privately. He admitted Mrema had ordered the company to run two models: one for actual dam safety and another for land acquisition.
The second model moved the flood corridor over the graphite deposit.
He had kept copies but feared prosecution for signing the report.
Upendo offered no immunity. She promised only that cooperation would be recorded accurately.
The hydrologist sent the model history, including emails telling him to “make water agree with the concession.”
By midnight, seepage had slowed.
The wall remained standing.

Salum recognized the number. It belonged to one of the missing original survey stones.
